Cold Smoking vs Hot Smoking: What USDA Guidance Says About the Difference

“Smoking” covers two genuinely different processes that happen to share a name. Hot smoking is what almost every recipe on this site describes — meat cooked to a safe internal temperature using heat and smoke together. Cold smoking is something else entirely: smoke applied at low temperature without fully cooking the food. The two aren’t interchangeable, and USDA’s Food Safety and Inspection Service (FSIS) is specific about why home cooks should think carefully before trying the second one.

What FSIS Actually Says About Smoking Meat and Poultry

FSIS guidance on smoking meat and poultry explains that using a smoker is one method of imparting natural smoke flavour to large cuts of meat, whole poultry and turkey breasts, and that this slow-cooking technique keeps them tender. Critically, FSIS also stresses that meat or poultry should be completely thawed before it goes into a smoker. Smoking uses low temperatures relative to a conventional oven, so a partially frozen cut would take far too long to fully thaw once it’s already in the smoker — and every extra hour spent lingering between 40°F and 140°F is time spent in what FSIS calls the food safety “Danger Zone,” the temperature range in which bacteria multiply fastest.

That Danger Zone concept is the key to understanding why hot and cold smoking carry such different levels of risk.

Hot Smoking: Built to Move Through the Danger Zone Quickly

Hot smoking, the method this site covers almost exclusively, runs a smoker at temperatures typically between 225°F and 275°F. The meat passes through the 40–140°F Danger Zone during the cook, but because the smoker’s ambient temperature is well above 140°F throughout, the food’s internal temperature climbs steadily until it reaches a safe endpoint — 165°F for poultry, 145°F for whole cuts of pork and beef (with a three-minute rest), and 145°F for fish, per USDA’s standard minimum safe internal temperatures. The food is fully cooked by the time it’s ready to eat, which is exactly why hot smoking carries roughly the same food safety profile as any other cooking method that brings meat to a safe internal temperature: the heat itself is doing the protective work.

Cold Smoking: A Fundamentally Different Risk Profile

Cold smoking works at much lower temperatures — generally below 85°F — over a far longer period, often twelve to twenty-four hours, using a smoldering rather than an actively burning fire. Because the food never reaches a temperature anywhere near safe cooking levels, it spends its entire time in the Danger Zone rather than passing through it. That is only survivable, from a food safety standpoint, when the product being smoked has already been protected through fermentation, salting or curing before it goes anywhere near the smoker — traditional cold-smoked products like some bacons, lox-style salmon and certain sausages rely on salt content, nitrites, or controlled fermentation to suppress bacterial growth during the long, low-temperature smoke, not on the smoke itself.

This is the detail that trips up a lot of home cooks moving from hot smoking to cold smoking for the first time: smoke flavour and food safety are not the same thing. A cold-smoked product that hasn’t been properly cured beforehand isn’t a milder version of hot-smoked barbecue — it’s raw or under-processed meat that has spent up to a full day sitting in the exact temperature range where pathogens like Salmonella, Listeria and Clostridium botulinum grow fastest.

Why This Matters for a Backyard Smoker, Specifically

Most consumer smokers — offset, kamado, vertical water smoker, pellet grill, all covered elsewhere on this site — are designed and vented for hot smoking. Getting a stable sub-85°F temperature out of equipment built to hold 225–275°F generally requires specialised cold-smoke attachments, a separate smoke generator, or smoking only in very cold ambient conditions, and even then the curing step beforehand isn’t optional. Recipes that describe “cold smoking” a fresh, uncured cut of meat or fish at home — as opposed to a product that’s already been cured or fermented — are describing a process FSIS’s Danger Zone guidance directly cautions against, regardless of how good the smoke flavour turns out.

Hot smoking doesn’t carry that same constraint, which is exactly why it’s the default technique for briskets, ribs, pork shoulders and whole poultry. The meat is raw going in and safely cooked coming out, following the same internal-temperature logic as grilling or roasting — smoke is a flavour layered on top of a cooking method that was already handling the food safety side of the job.

The Practical Takeaway

If a recipe calls for smoking something raw and uncured at a low temperature for many hours without bringing it to a safe internal temperature, that’s cold smoking, and it needs a curing step first — salt, nitrites, or a controlled fermentation process appropriate to the specific food, not just “smoke it longer at a lower setting.” Everything else — the vast majority of backyard barbecue, including every hot-smoked recipe on this site — follows the more familiar rule: get the food to a safe internal temperature using heat, and let the smoke do the flavour work along the way.
